NAVLE  FAQs
Questions should be directed to the International Council for Veterinary Assessment (ICVA), formerly NBVME - National Board of Veterinary Medical Examiners.

NOTE: New graduates who apply for the NAVLE thru North Carolina will have a copy of their score sent to the Board office automatically.

NAVLE Candidate Eligibility Policy
A candidate may not sit for the NAVLE more than five (5) times and may not sit for the NAVLE at a date that is later than five (5) years from the candidate’s initial attempt.  Each of the final two (2) attempts must be at least one (1) year from the previous attempt.  Any previous attempts by a candidate to the NAVLE prior to the fall 2007 administration will not count toward the five (5) attempt limit.

Beginning with the November/December 2023 NAVLE, candidates are no longer required to have each of their final two attempts be at least one year from their previous attempts.

NOTE: North Carolina will accept scores from outside the ICVA retake policy.   



Temporary Permits for Veterinarians - Two (2) Types


TYPE-1
Exam Temporary Permit: For those scheduled to take the NC State Exam
FEE: $150
This permit allows an individual who has applied for the NC State Exam to obtain a certificate to practice veterinary medicine under the supervision of a NC licensed veterinarian while awaiting their exam score to be reported to the Board.  To apply for a Temporary Permit, you must first apply for the State Exam. If you've already done so, log in to the Licensure Gateway and select the Temporary Permit application for those taking the exam and submit. However, with the new on-line exam process, Exam Temporary Permits are seldom needed.

NOTE: It’s important to know the supervising veterinarian(s) license number.  Upon application submittal, they will be sent an email requesting their digital approval/signature.

ATTENTION: The Exam Temporary Permit CANNOT be processed until all the required documents for the State Exam have been received and your exam application is complete. Once your permit has been processed, you and your PRIMARY supervising veterinarian will receive a confirmation e-mail stating so.

Once your permit has been processed, both you and the PRIMARY supervising veterinarian will receive a confirmation e-mail.


TYPE-2
60-Day Temporary Permit: For a Non-Resident Veterinarian
FEE: $150
Another type of temporary permit is available to a non-resident veterinarian with an ACTIVE license in another state, territory or district of the United States or foreign country, provided that such temporary permit shall be issued for a period of no more than sixty (60) days. G.S. 90-187.4   For those seeking a 60-Day Temporary Permit, you must first create an account (register) via the Licensure Gateway. Once registered, you will log back in and select the 60-Day Temporary Permit application to submit.

NOTE: It’s important to know the supervising veterinarian(s) license number.  Upon application submittal, they will be sent an email requesting their digital approval/signature.

Once the application has been submitted, the applicant will be able to log back into the Licensure Gateway 24/7 to check on their application status (e.g. which documents have been received or are pending).

REQUIRED DOCUMENTS

NOTE: We are aware of Colorado's and Illinois' policy re: license verifications. Once your application is submitted, a Board team member will obtain one on your behalf.
(3.) If you have a maiden/former name in which documents will be received, a copy of a legal document (e.g. marriage certificate, divorce papers, etc.).
(4.) A copy of your Social Security Card (website is secure). If you are not a US citizen, you may submit a copy of your Passport/SIN in lieu of a Social Security Card.

Once your permit has been processed, both you and the PRIMARY supervising veterinarian will receive a confirmation e-mail.


Caution
The required documents DO NOT have to be received before submitting the application.




NC State University Faculty Application

FEE: $170
This application is in accordance with The North Carolina General Statutes, which certifies that the holder is exempt from the requirements of licensing under G.S. 90-187.10(3). The requirements indicate that the practice of veterinary medicine is provided in the confines to the Faculty member's duties at the hospital or field service unit of the college of veterinary medicine. The certificate expires mid-June or certificate shall automatically expire when the holder's relationship is terminated with the university.

To apply, you must first create an account via the Licensure Gateway. Once registered, you will log back in and select the Faculty application to submit. Once your permit has been processed, you will receive a confirmation e-mail.

REQUIRED DOCUMENTS
(1.)
Copy of your Social Security Card (website is secure)
(2.) A degree conferred transcript. Transcripts may be uploaded to your application, mailed to our physical address or e-mailed to Janice@ncvmb.org. If the applicant graduated from a foreign university and finds it difficult to request a copy of their transcript, a notarized/translated copy from the applicant will be accepted.

NOTE: The renewal window for these certificates opens May 1st; the certificate is REVOKED on August 14th for non-renewal.

Veterinary Student Intern Permit

Student Intern Application
FEE: $25
This application allows a third (3rd) and fourth (4th) year veterinary student who is enrolled in an AVMA accredited school to register in North Carolina. The registered student is able to provide limited services under the direct supervision of a NC licensed veterinarian in order to obtain experience at a veterinary practice facility or other professional entity (e.g. animal shelter, zoo, museum if working with mammals, reptiles, vertebrates, etc.).

To apply for this permit, you must first create an account via the Licensure Gateway. Once registered, you will log back in and select the Student Intern Application to submit. You are required to submit an application for each facility/entity you plan to provide services at.

Once the application has been submitted, the applicant will be able to log back into the Licensure Gateway 24/7 to upload any required document or check on their application status (e.g. which documents have been received or are pending).

NOTE: It’s important to know the supervising veterinarian(s) license number.  Upon application submittal, they will be sent an email requesting their digital approval/signature. Your permit cannot be processed until ALL supervisors adhere to this action item.

When the permit has been processed, the applicant and PRIMARY supervising vet will receive an e-mailed confirmation.

REQUIRED DOCUMENTS
(1.) Copy of your Social Security Card (website is secure) or copy of SIN card/Passport if from Canada/Off-shore school.
(2.) Copy of a legal document (e.g. marriage certificate, divorce papers, etc.) if you have a maiden/former name in which document(s) will be received under.
(3.) Dean's Letter: This letter should state if you're in good academic standing, your current student status (e.g. full-time, third/fourth-year student, etc.) and when you're expected to graduate. NO DOCUMENT SUBSTITUES WILL BE ACCEPTED.

DUTIES AN INTERN MAY PERFORM: The services of an intern shall be limited to services under the direction and supervision of a veterinarian. This individual may perform such duties as are required in the physical care of animals and in carrying out medical orders as prescribed by the veterinarian.  G.S. 90-181(6)  The intern may perform duties which could include collection of specimens; testing for intestinal parasites; collecting blood; testing for heartworms and conducting other laboratory tests; taking radiographs; cleaning & polishing teeth; perform surgery; administer therapeutic or prophylactic drugs; make ambulatory calls and hospital & clinic diagnoses; prescriptions and treatments.

It shall be the responsibility of the veterinarian supervising the employee to ascertain that the employee performs these specified duties assigned to the employee in a competent manner. These specified duties shall be performed under the direct supervision of the veterinarian in charge of administering care to the patient.
